In Payday 2 the level mechanics are designed to add progression to the game and a sense of moving forward. They give you a chance to experience the same map with multiple play-styles which means experimentation is your best friend.
The problem is that infamy is dangled before you like a carrot on a stick every time you reach level 100. Coincidentally this is also the level where you finally unlock all of your skill points and can finally access every weapon and mission in the game. This means that you have to choose between having the fun of experimentation or the gamer's version of premium crack cocaine that is progression.
