Cop tasers then kicks mentally handicap person while he is complying

A mentally handicap person is standing with both hands raised and following orders when a trigger happy cop deploys his taser. While the mentally handicap man is laying on the ground following the officers instructions the cop tasered him again with a kick to the side.
