ben franklin famously said at the end of the constitutional convention in 1787 that quotif we don039t hang together we shall surely hang separatelyquot that lesson of quotwe039re all in it togetherquot wasn039t lost on rwanda rwanda - a small nation in central africa - is one of the poorest and most underdeveloped nations in the world nearly 60 percent of rwandans live below the national poverty line - and in rwanda with an average income of just 560 per year per family - less than 2 a day - being in poverty meant bringing home and living on as little as ten cents a day from 1990 to 1994 - the nation had a civil war - and in april of 1994 - the rwandan genocide began - lasting for 3 months - and taking the lives of nearly 1 million rwandans and yet - despite going through a civil war and a genocide - and being one of the poorest countries in the world - the tiny nation of rwanda has something the united states doesn039t - a healthcare system that works for alltoday - the new talking point coming from the right against obamacare is that it raises taxes yet that039s exactly how rwanda went about creating a healthcare system that works for everybody today - only 4 of the rwandan population is uninsured - compared to more than 16 in the united states so how039d rwanda do it in 1999 - most rwandans never had seen a doctor and even when they were really sick couldn039t get into a hospital - primarily because costs were so high that average citizens simply couldn039t afford it knowing they had to take action - the government039s ministry of health started a pilot project of providing health insurance in three of the country039s districts with success in these districts - the program began to spread across the country in 2004 it ran into some kinks though the main one was that the government set insurance premiums at 2 dollars per year - and that was too much for for most rwandans to affordso - then - the program shifted to a progressive tax system for wealthy rwandans - insurance premiums increased to 8 dollars a year - while premiums for the poor decreased - to zero this is similar to what039s in obamacare - with poor and low-income americans getting free medicaid or tax subsidies to purchase health insurance at no expense today - the results of rwanda039s universal health care system are remarkable now - there is a massive network of community health workers across the country - in both cities and villages 80 percent of aids patients in rwanda are getting the treatments they need - which is really critical in a nation with one of the highest aids infection rates in all of africa just ten years ago - before the insurance program was put in place - life expectancy was a meager 48 years at birth now - its 58 and - in the last 5 years - deaths of children under 5 have dropped by half - and malaria - a once debilitating and highly deadly disease in rwanda - is now diagnosed quicker which means life-saving treatment is provided faster

right now - this guy - republican governor rick scott is priming his state for a mitt romney victory in november and he039s doing it the same way republicans have always done it - and that039s by kicking democratic voters off the voting rolls last year - scott told his secretary of state ken browning to begin compiling a list of voters in the state who aren039t legal citizens - so they can have their voting rights revoked browning did what he asked - and came up with 182000 floridians who are possible non-citizens but browning himself admitted that the list was rife with errors - and shouldn039t be taken public - or depended on to kick voters off the rolls governor scott didn039t care though - and after browning resigned in february - scott went ahead doing exactly that - and already more than 2500 voters have been purged according to documents obtained by the center for american progress - of the more than 1600 floridians flagged by scott in miami-dade county - over 350 were wrongfully identified - and are actually us citizens who had to provide proof of citizenship to have their voting rights restored most of the rest of the 1600 people flagged in the country haven039t responded yet - and many likely never will - even if they are citizens - because they have other things to worry about like getting to work driving their kids to school and feeding their family - rather than trying to jump over another hurdle to vote and that039s exactly what the governor wants - fewer people voting but not just fewer people voting - fewer democrats voting a study by the miami herald found that scott039s voter purge is targeted at minority and democratic voters as the newspaper reports quothispanic democratic and independent-minded voters are the most likely to be targeted in a state hunt to remove thousands of noncitizens from florida039s voting rollswhites and republicans are disproportionately the least-likely to face the threat of removalquot florida is guaranteed to be a battleground state this year - and kicking a few thousand democrats off the rolls could flip the election in romney039s favor heck - it worked in 2000 for george w bush - when his brother jeb denied 7000 mostly african american floridians their right to vote in an error-ridden bid to remove tens of thousands of convicted felons from the voting rolls that was just what the bush039s needed to prevent a sizeable gore win in florida - and petition the supreme court to appoint bush as the president of the united states in lieu of florida actually electing him as the new york times reported on november 12th 2001 after it and a consortium of news organizations conducted their own recount in florida - gore actually won the state the times wrote: quotif all the ballots had been reviewed under any of seven single standards and combined with the results of an examination of overvotes mr gore would have wonquot
