I recently came across the following issue while using the Uber app: whenever there's a surge happening, the fare that is charged is not the one that the user consented to but the latest price that was last registered by the time a driver is found. It happened to me last Sunday when I was charged x2.3 instead of x1.5. The biggest issue about it is that at x2.0 the app always asks users to manually enter the number to prove consent but this issue bypasses this safeguard. My receipt:

I chatted with a few reps, detailing the issue but after all looking into the matter I was denied reimbursement 3 times, even though the 3rd rep gave me a $10 credit as a goodwill gesture:

At that point I managed to replicate the issue. I shared a video I recorded from my phone with Uber and finally received full refund:

Uber is currently looking into the matter and gave me a call today to get more info. On my end, I noticed that the issue may be linked to app version. I reinstalled the app with latest release, tried a few times and couldn't replicate the issue.
Make sure to update your app if you haven't already and keep an eye on the top notification just in case if you'll be ordering Uber during a surge. I also advise you to take a look at your recent receipt as Uber is still investigating the issue and doesn't know yet when it started occurring.
